DIY Electrical Work and Your EICR: Why Unpermitted Alterations Fail Inspections

The consumer unit has been swapped, additional sockets have appeared in the kitchen, and a new lighting circuit serves the loft conversion — but there is no electrician's certificate for any of it. When the EICR inspector arrives, they will test everything on the installation regardless of who installed it. If the work does not meet current wiring standards, it will fail. This guide explains why unpermitted and DIY electrical work causes EICR failures, what the inspector looks for, and how to put it right.

What Counts as Notifiable Electrical Work

Part P of the Building Regulations (England and Wales) defines which electrical work must be either carried out by a registered competent person or notified to Building Control. The following types of work are notifiable:

  • Installing a new circuit (for any purpose)
  • Replacing a consumer unit (fuse board)
  • Any electrical work in a bathroom or shower room
  • Any electrical work in a kitchen within a certain proximity to a sink
  • Adding a new circuit to supply a garden building, garage or outbuilding
  • Installing a new electric shower (requires its own circuit)
  • Any electrical work in a special location such as a swimming pool or sauna
Work that is not notifiable — such as replacing a socket outlet on a like-for-like basis, adding a fused spur to an existing circuit, or replacing a light fitting — must still comply with BS 7671 (the IET Wiring Regulations), but does not require Building Control notification.

The critical point: when notifiable work is done without notification and without a registered electrician, there is no certificate, no independent verification, and no record that the work meets the standard. The EICR is often the first time anyone tests it.

Why DIY Work Fails: The Five Most Common Problems

EICR inspectors across Greater Manchester see the same patterns repeatedly. These five issues account for the majority of failures linked to unpermitted work.

1. Incorrect Cable Sizing

Selecting the right cable size for a circuit is not guesswork — it requires a calculation based on the design current, the type of protective device, the installation method (clipped to surface, in conduit, under insulation, buried in a wall), the cable length, and the ambient temperature. DIY installations frequently use cable that is either too small for the load or installed in a way that reduces its current-carrying capacity.

A common example: 2.5mm twin-and-earth cable used for a 32A ring final circuit, but routed through thermal insulation in a loft conversion without applying the appropriate derating factor. The cable overheats under normal load, and the EICR insulation resistance test may show early signs of thermal degradation.

2. Missing or Incorrect Protective Devices

Every circuit must be protected by a device that will disconnect the supply fast enough to prevent danger in the event of a fault. The protective device must be correctly rated for the cable it protects, and must provide disconnection within the time limits specified in BS 7671 — typically 0.4 seconds for socket outlet circuits and 5 seconds for fixed equipment circuits at the maximum permitted earth fault loop impedance.

DIY work often gets this wrong by:

  • Using an existing MCB that is too large for the new cable (a 32A MCB protecting a 1.5mm cable)
  • Not providing RCD protection where required (all socket outlets in domestic premises need 30mA RCD protection)
  • Installing a consumer unit without adequate discrimination between RCDs
  • Using rewirable fuses or old MCBs that do not meet current standards

3. Inadequate Earthing and Bonding

Earthing and bonding are the most critical safety features of any electrical installation, and they are the elements most frequently botched in DIY work. The earth continuity path must be low enough in resistance that protective devices operate within the required disconnection times. Supplementary bonding must connect exposed and extraneous conductive parts in locations where there is an increased risk of electric shock.

Common DIY earthing failures include:

  • Earth conductors not connected or connected to the wrong terminal
  • Bonding conductors undersized (using 2.5mm where 10mm is required)
  • Main bonding missing to gas, water or oil supply pipes
  • Earth sleeving not applied to bare conductors (green-and-yellow identification)
  • Earth connections made with inappropriate methods (twisted wires, insulation tape)

4. Non-Compliant Installation Methods

BS 7671 specifies how cables must be installed to protect them from mechanical damage, heat, and moisture. DIY work often takes shortcuts that contravene these requirements:

  • Cables buried in walls without following the permitted zones (horizontally or vertically from accessories) and without RCD protection or mechanical protection
  • Cables run through joists without adequate spacing from the edge
  • Cables in contact with thermal insulation without derating
  • Junction boxes concealed in walls or ceilings without being accessible for inspection
  • Cables passing through metal structures without grommets or bushings

5. No Documentation or Certification

When notifiable work is completed by a registered electrician, they issue an Electrical Installation Certificate (EIC) or a Minor Electrical Installation Works Certificate (MEIWC). This certificate confirms that the work has been designed, constructed, inspected and tested in accordance with BS 7671.

DIY work has no certificate. When the EICR inspector encounters circuits or modifications with no documentation, they must assess the work on its merits — and without a certificate, the inspector has no assurance that the work was tested at the time of installation. Any deficiencies that testing reveals will be recorded as observations on the EICR report.

How DIY Work Shows Up on the EICR Report

The EICR inspector does not know — and does not need to know — who installed any part of the electrical system. They test the entire installation and report what they find. However, certain patterns are immediately recognisable as non-professional work:

  • Mismatched accessories. Different brands, styles and colours of sockets and switches in the same room, or accessories that do not match the rest of the property.
  • Surface-mounted wiring in unusual routes. Cable trunking running diagonally across a wall, or surface-mounted cables following no logical route.
  • Exposed connections. Wago connectors, chocolate block connectors or twisted wires visible in loft spaces, under floors or behind pulled-back faceplates.
  • Overloaded circuits. A ring final circuit that has been extended multiple times to serve additional rooms, with spur after spur branching off the original circuit.
  • Incompatible components. A modern RCBO consumer unit feeding circuits wired in older cable types with different conductor sizes or colour codes, without proper identification.
The inspector will test every circuit and record the results. If they find problems, the observations will be coded:
  • C1 (Danger present): Immediate risk — the circuit may need to be disconnected on site.
  • C2 (Potentially dangerous): Urgent remedial action required, typically within 28 days.
  • C3 (Improvement recommended): Not immediately dangerous but falls short of current standards.
  • FI (Further investigation): The inspector suspects a problem but cannot confirm without further work.

What Happens After a Failed EICR

If your EICR fails because of unpermitted DIY work, the path forward depends on the severity of the findings.

For C1 and C2 Issues

These require remedial work by a qualified electrician. The work must be inspected, tested and certified. In many cases, the most cost-effective approach is to have the non-compliant circuits removed and replaced entirely with new, properly designed and certified circuits. Patching DIY work to make it compliant is sometimes possible but often costs more in labour than starting fresh, because the electrician has to trace, test and verify every part of someone else's installation.

For C3 Issues

These are recommendations, not requirements, but addressing them during remedial work is sensible. If the consumer unit does not meet current standards, upgrading it while other work is underway saves a future visit.

For FI Issues

Further investigation typically involves exposing concealed cables, opening junction boxes, or testing specific sections of the installation in more detail. The cost of investigation varies but is usually £150 to £500, depending on the complexity and accessibility of the area in question.

Remedial Costs for Common DIY Failures

The cost of putting right unpermitted electrical work depends on the scope. These are typical ranges for Greater Manchester:

  • Single circuit replacement (incorrectly installed ring main or radial): £400 to £1,200
  • Consumer unit replacement (non-compliant DIY swap): £600 to £1,200
  • Earthing and bonding correction: £200 to £800
  • Cable rerouting to comply with permitted zones: £300 to £1,000 per circuit
  • Full remediation of a DIY loft conversion electrical installation: £1,500 to £4,000
  • Complete rewire (where multiple circuits are beyond repair): £4,000 to £10,000+

Landlord-Specific Risks

If you are a landlord and your property contains unpermitted DIY electrical work — whether you did it yourself, a previous owner did it, or a tenant made modifications — you are responsible for the consequences.

The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require you to ensure the electrical installation is safe. An EICR that records C1 or C2 observations due to DIY work means the installation is not safe, and you must arrange remedial work within the timescales set out in the report.

Failure to comply can result in:

  • A financial penalty of up to £30,000 from the local housing authority
  • A remedial notice requiring the work to be done at your expense
  • Local authority arranging the work themselves and recovering costs from you
  • Voided landlord insurance if an electrical incident occurs
  • Civil liability if a tenant is injured by the defective installation
If you have recently purchased a buy-to-let property and suspect previous DIY electrical work, arranging an EICR before the first tenancy begins is essential. It gives you a clear picture of the installation's condition and a documented plan for any remedial work needed.

How to Regularise Unpermitted Work

If you know that notifiable electrical work was done without Building Control notification or a registered competent person, you can regularise it retrospectively through your local authority's Building Control department. This involves:

1. Applying for a regularisation certificate. Contact your local Building Control office (Manchester City Council, Salford, Stockport, Tameside, Oldham or Rochdale as appropriate) and explain that notifiable electrical work was done without notification.

2. Inspection by Building Control. They will arrange an inspection of the work. This may require exposing sections of the installation for visual examination.

3. Testing. The installation will need to be tested to BS 7671 standards. If it passes, a regularisation certificate is issued.

4. Remedial work if needed. If the work does not meet the standard, remedial work must be carried out before the certificate can be issued.

The fee for regularisation varies by local authority but is typically £250 to £500. This is in addition to any remedial work costs.
