EICR for Garden Offices and Outbuildings: Compliance Rules Manchester Homeowners Miss

Thousands of Manchester homeowners added garden offices, workshops and outbuildings during and after the pandemic. Many had them wired for power, lighting, heating and data — but never arranged an electrical inspection. If the electrical installation in your outbuilding is connected to the mains supply of your property, it falls under the same regulations as the rest of the building. This guide explains when an EICR is required, what inspectors look for, and how to get your garden structure compliant without surprises.

When a Garden Office Needs an EICR

Not every garden structure needs a formal Electrical Installation Condition Report, but most permanently wired ones do. The key question is how the electricity reaches it.

A dedicated circuit from the main consumer unit makes the outbuilding part of the fixed electrical installation. That means it is covered by BS 7671 (the IET Wiring Regulations) and falls within scope for EICR testing. If you are a landlord renting a property with a wired outbuilding, the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require you to include it in the EICR.

A plug-in extension lead or portable connection does not form part of the fixed installation. However, this arrangement rarely meets Building Regulations for a permanent workspace and creates its own safety risks — overloaded cables, trip hazards and lack of RCD protection.

Structures That Almost Always Need Testing

  • Garden offices with dedicated circuits for lighting, sockets and heating
  • Workshops with power tools on 13A or 32A circuits
  • Converted garages now used as living or working space
  • Summerhouses with fixed lighting and socket outlets
  • Home gyms with electric showers, saunas or high-draw equipment
  • Detached annexes used for rental income or family accommodation

Structures That Usually Do Not

  • Sheds running a single light from a plug-in lead
  • Temporary structures with no fixed wiring
  • Battery-powered or solar-only setups with no mains connection

Building Regulations and Part P

Any new electrical work in a garden building that involves a new circuit, a new consumer unit, or work in a special location (such as a bathroom or swimming pool area) must comply with Part P of the Building Regulations. This applies whether the structure is attached to the house or detached.

Part P compliance means the work must be either carried out by a registered competent person (a NICEIC, NAPIT or ELECSA registered electrician) or notified to your local Building Control body. If the original installation was not signed off under Part P, an EICR will almost certainly flag it as a code C3 (improvement recommended) or, in some cases, a C2 (potentially dangerous) observation.

What Inspectors Look For in Outbuildings

An EICR inspection of a garden office covers the same scope as any fixed installation, but several issues crop up far more frequently in outbuildings than in main dwellings.

Underground Cable Supply

Most detached outbuildings are fed by an underground cable from the house. The inspector will check that the cable is suitable for the load, correctly protected at both ends, buried at the right depth (minimum 500mm, or 600mm under a driveway), and enclosed in the correct type of ducting. Cables laid directly in soil without proper protection are a common failure point.

Consumer Unit or Isolator

A garden office on its own circuit should have a local means of isolation. Many also have a small consumer unit with RCD protection. The inspector will verify that the protective devices are correctly rated, that RCD trip times are within limits (typically 300ms or faster), and that the unit itself is suitable for the environment — a standard indoor consumer unit installed in a damp, unheated shed will deteriorate quickly.

Earthing and Bonding

Proper earthing is critical in outbuildings. The inspector will test earth fault loop impedance values to confirm that protective devices will operate fast enough to clear a fault. If the outbuilding has its own earth electrode (common in TT earthing arrangements), it will be tested to confirm its resistance is low enough for safe disconnection.

Moisture and Environmental Protection

Outbuildings are far more exposed to moisture than main dwellings. Inspectors check IP ratings on socket outlets, light fittings and junction boxes. Standard indoor accessories installed in an uninsulated timber cabin will fail. Condensation damage to wiring connections is another frequent finding, particularly in Manchester where humidity levels are high for much of the year.

Circuit Protection and Overload

Many garden offices start with a single lighting circuit and gradually accumulate heaters, computers, monitors, printers, kettles and phone chargers. The inspector will check whether the circuit is adequately rated for the actual load. A 2.5mm cable on a 20A breaker feeding a 3kW heater, a computer setup and a kettle is operating at its limits and may fail the EICR.

Common EICR Failures in Garden Offices

Based on inspections carried out across Greater Manchester, these are the five issues that fail garden offices most frequently.

1. No RCD protection on socket outlets. All socket outlets in domestic premises must be protected by a 30mA RCD. Many older garden office installations pre-date this requirement or were installed without it. The fix is straightforward — fitting an RCBO or upgrading the consumer unit — and typically costs £200 to £500.

2. Unsuitable cable burial depth. SWA (steel wire armoured) cable buried at less than 500mm depth, or non-armoured cable without mechanical protection, is a C2 observation. Remedial work means excavating and re-routing the cable, which costs £500 to £1,500 depending on the length of the run.

3. Inadequate IP-rated accessories. Indoor-specification sockets and light switches used in an environment exposed to moisture and temperature extremes. Replacing all accessories with IP65-rated units typically costs £300 to £800.

4. Missing or deteriorated earthing. Outbuildings on a TT earthing system with a corroded or disconnected earth electrode. Re-driving or replacing an earth rod costs £200 to £400, plus testing.

5. No Part P completion certificate. While this does not cause an EICR failure by itself, the inspector will record it as an observation. It can complicate property sales and insurance claims.

Cost of an Outbuilding EICR

An EICR for a garden office or small outbuilding is quicker than a full house inspection. Expect the following timescales and costs in Greater Manchester.

  • Small garden office (single circuit, few sockets): 1 to 2 hours, £150 to £250
  • Medium garden office (multiple circuits, consumer unit): 2 to 3 hours, £250 to £400
  • Large outbuilding or converted garage (multiple rooms): 3 to 5 hours, £350 to £550
  • Outbuilding tested alongside main property EICR: Typically adds £100 to £200 to the total
These costs are for the inspection and report only. If remedial work is needed, that is quoted separately.

Landlord Obligations for Outbuildings

If you rent out a property that includes a wired outbuilding — whether it is a garden office, a garage gym, or a detached annexe — the outbuilding must be included in your EICR under the 2020 Electrical Safety Regulations. The regulations apply to the entire electrical installation serving the dwelling, not just the main house.

Failing to include an outbuilding in the EICR exposes you to a financial penalty of up to £30,000 from the local housing authority. It also leaves a gap in your insurance cover if an electrical incident occurs in the untested structure.

If the tenancy agreement lists the outbuilding as part of the let, there is no ambiguity — it must be tested. If the outbuilding is not mentioned in the tenancy agreement but the tenant has access to it and it is electrically connected, the safest approach is to include it.

How to Get Your Garden Office Compliant

Step 1: Gather any paperwork you have from the original installation — electrician's certificate, Part P completion certificate, or minor works certificate. This gives the inspector context before they start.

Step 2: Book an EICR with a NICEIC-registered electrician experienced in outbuilding inspections. Mention that the property includes a detached structure so the inspection can be quoted and scheduled accordingly.

Step 3: Ensure the inspector has access to the outbuilding, the main consumer unit, and any junction boxes or isolators along the cable route. If the underground cable route passes under decking, paving or planting, make sure these areas are accessible.

Step 4: If the EICR identifies remedial work, prioritise C1 and C2 issues and get them resolved within the recommended timeframes. Schedule a re-test once the work is complete.

Step 5: Keep the EICR report with your property records. Set a reminder for the next test — every five years for rented properties, or as recommended by the inspector for owner-occupied homes.
