How a Fire Risk Assessment Shapes Your Emergency Lighting and Fire Alarm Specification
Most building owners think of the fire risk assessment as one document and their emergency lighting and fire alarm systems as separate items on a maintenance list. In practice, the fire risk assessment is the document that determines exactly what those systems need to look like — how many fittings, where they go, what grade of fire alarm, and how often everything gets tested.
If your emergency lighting or fire alarm system was installed without reference to a current fire risk assessment, there is a reasonable chance it does not match what the building actually needs. That mismatch is one of the most common compliance gaps we find across commercial and residential buildings in Greater Manchester.
Quick answer: A fire risk assessment identifies the specific fire hazards, escape routes and occupancy patterns in your building. Those findings determine the emergency lighting category, the fire alarm grade and category, the number and location of devices, and the testing schedule. What the Fire Risk Assessment Actually Determines
The Regulatory Reform (Fire Safety) Order 2005 requires the responsible person — typically the building owner, employer, landlord or managing agent — to carry out a suitable and sufficient fire risk assessment. That assessment must identify fire hazards, evaluate the risk to people, and record the findings along with the measures taken to reduce risk.
Among those measures are the emergency lighting and fire alarm systems. The FRA does not simply ask whether they exist. It asks whether they are adequate for the specific building — its layout, its occupancy, its escape routes, its hazards.
Here is what the FRA feeds directly into:
Emergency lighting specification. The assessment identifies every escape route, every change of direction, every staircase, every exit door, and every high-risk area. BS 5266-1 then dictates the minimum lux levels and fitting positions for those locations. A building with a single straight corridor to one exit has a different emergency lighting requirement from a building with multiple staircases, basement levels and internal rooms with no natural light.
Fire alarm grade and category. BS 5839-1 (for commercial buildings) and BS 5839-6 (for residential) define grades and categories of fire alarm system. The FRA determines which category the building needs — from an L1 system covering the entire building to an L3 system covering escape routes only, or an M system using manual call points alone. A warehouse storing flammable materials needs a different category from an office block.
Device locations and quantities. The number of smoke detectors, heat detectors, manual call points, sounders and visual alarm devices all flow from the FRA findings. A building with high ceilings, partitioned rooms or noisy environments needs devices specified for those conditions.
Testing and maintenance schedules. The FRA may recommend more frequent testing than the minimum standard where the risk profile warrants it. A care home with sleeping residents will typically require more rigorous testing than a daytime-only office.
When the FRA and the Installed System Do Not Match
We see this regularly. A building has an emergency lighting system that was installed when the building was a single-occupancy office. It has since been converted into a multi-tenanted space with different escape routes, a new mezzanine level, and additional fire doors. The original emergency lighting no longer covers the current escape routes. The FRA — if it has been updated — identifies the gaps. The system has not been updated to match.
Common scenarios where the mismatch occurs:
Change of use. A retail unit becomes a restaurant. A warehouse becomes a gym. An office floor becomes a co-working space. Each change alters the occupancy, the escape strategy and the fire hazard profile. The FRA should be reviewed and the fire safety systems updated accordingly.
Building alterations. New partition walls, blocked doorways, additional floors, reconfigured corridors. Any structural change that affects escape routes should trigger an FRA review and potentially an emergency lighting redesign.
Increased occupancy. A building originally assessed for 30 occupants now regularly holds 80. The escape routes may be adequate, but the fire alarm category and emergency lighting coverage may not be.
Outdated FRA. If the fire risk assessment has not been reviewed within the last twelve months, or after any significant change, the current systems may be operating against an obsolete specification.
How the FRA Drives Emergency Lighting Categories
BS 5266-1 defines emergency lighting by purpose:
Escape route lighting illuminates defined escape routes to a minimum of 1 lux at floor level along the centre line. The FRA identifies which routes qualify as escape routes — it is not always every corridor.
Open area (anti-panic) lighting provides a minimum of 0.5 lux across open floor areas larger than 60 square metres to prevent panic and allow safe movement toward escape routes. Whether your building needs this depends on the floor areas identified in the FRA.
High-risk task area lighting provides higher illuminance — typically 10 per cent of the normal task lighting or a minimum of 15 lux — in areas where a sudden loss of light creates an immediate danger. The FRA identifies these areas: machine shops, chemical handling areas, electrical switchrooms, commercial kitchens.
Standby lighting is not a safety requirement but may be specified by the FRA where continuous operation is needed — hospital operating theatres, control rooms, security monitoring stations.
Without the FRA, there is no basis for deciding which of these categories apply to which areas of your building.
How the FRA Drives Fire Alarm Categories
BS 5839-1 defines fire alarm categories that the FRA selects from:
Category M — manual system only. Call points at exits, no automatic detection. Suitable only where the FRA determines that a fire would be detected quickly by occupants and evacuation is straightforward.
Category L3 — automatic detection on escape routes only. Detectors in corridors, stairwells and lobbies. Appropriate where the FRA shows that escape routes could be compromised before occupants are aware of a fire elsewhere in the building.
Category L2 — automatic detection on escape routes plus specified high-risk areas. The FRA identifies those areas — plant rooms, kitchens, storage areas, electrical intake rooms.
Category L1 — automatic detection throughout. Every room, every space, every void. The FRA specifies this where the risk profile requires the earliest possible warning of fire anywhere in the building.
Category P1/P2 — property protection systems. These protect the building rather than the occupants. The FRA may recommend these for unoccupied periods or where insurance requires them.
The FRA is the decision document. Without it, specifying a fire alarm category is arbitrary.
Getting Your FRA and Systems in Alignment
If you suspect your emergency lighting or fire alarm system does not match your current fire risk assessment — or if your FRA has not been reviewed recently — the process is straightforward:
Step 1: Review the FRA. Have the fire risk assessment reviewed or updated to reflect the current building layout, use and occupancy. This typically costs between £300 and £800 for a standard commercial building.
Step 2: Compare the FRA findings with the installed systems. A competent fire safety engineer maps the FRA's requirements against what is currently installed — fittings, detectors, alarm category, coverage.
Step 3: Produce a remedial specification. Where gaps exist, a specification is produced for the additional or replacement equipment needed to bring the systems into alignment with the FRA.
Step 4: Install and commission. The remedial work is carried out, tested and commissioned. New installations are certified against the relevant British Standards.
Step 5: Update the FRA. The fire risk assessment is updated to record the improved systems, closing the action items.
