HMOs are not standard houses, and rewiring an HMO is not a standard rewire. A House in Multiple Occupation has more circuits, more stringent fire safety requirements, specific consumer unit configurations, and licensing conditions that dictate exactly what the electrical installation must include. A traditional rewire of an HMO can take two to three weeks — longer than a standard house because of the additional circuits and fire safety systems.

What Makes HMO Rewiring Different

More Circuits

A standard three-bedroom house has six to eight circuits. A five-bedroom HMO typically has fourteen to twenty circuits because:

  • Individual room circuits: Many licensing authorities require or recommend separate socket circuits for each lettable room, so that a fault in one room does not affect another tenant's power supply
  • Communal area circuits: Hallways, stairs, landings, communal kitchens and bathrooms have their own dedicated circuits
  • Fire alarm circuit: A dedicated, unswitched supply for the fire alarm panel
  • Emergency lighting circuit: A dedicated supply for emergency lighting units in common areas and escape routes

Fire Alarm System

HMO licensing in Manchester (and across Greater Manchester) requires a fire detection and alarm system. The level of system depends on the property size and licensing conditions:

  • Category LD2 (Most common for smaller HMOs): Detectors in escape routes plus high-risk rooms (kitchens). Typically interlinked smoke and heat detectors on a dedicated mains circuit.
  • Category LD1 (Larger HMOs and some local authority requirements): Detectors in all rooms, including bedrooms, plus escape routes. More comprehensive coverage.
  • Grade A system (Large or high-risk HMOs): A conventional or addressable fire alarm panel with dedicated detection circuits, sounders, and call points. This is a separate system from the main electrical installation but needs a dedicated power supply from the consumer unit.
A one-day HMO rewire includes the fire alarm supply circuit and, for LD2 and LD1 systems, the installation of mains-wired detectors as part of the rewire. For Grade A systems, the fire alarm panel installation may be a separate scope item depending on complexity.

Emergency Lighting

HMO licensing conditions typically require emergency lighting in:

  • Common hallways and stairways
  • At changes of direction in escape routes
  • At final exit doors
  • At any point where the escape route is unclear
Emergency lighting must operate for a minimum of three hours on battery backup if the mains supply fails. Self-contained emergency luminaires (each with their own battery) are the most common solution in HMOs.

Consumer Unit Configuration

An HMO consumer unit is more complex than a standard domestic board:

  • More ways: 18-way or 24-way boards are common for five to six-bedroom HMOs
  • More RCDs: Three or four RCDs to provide separate protection for different groups of circuits (tenant rooms, communal areas, fire safety systems)
  • Dedicated fire alarm supply: An unswitched, non-RCD protected supply for the fire alarm panel (so that an RCD trip does not kill the fire alarm)
  • Dedicated emergency lighting supply: Separate from general lighting so that maintenance work on general lighting does not affect emergency lighting
  • Labelling: Clear, comprehensive labelling so that any engineer or tenant can identify which circuit serves which room or area

Separate Metering

Some HMOs have separate electricity meters for each room, allowing tenants to pay for their own electricity. If your HMO uses this arrangement, the rewire must maintain the separate metering layout with individual sub-distribution boards feeding each room from the landlord's main supply.

How We Rewire an HMO in One Day

Larger Team

A standard house rewire uses five to six electricians. An HMO rewire uses six to eight electricians, with specific roles assigned to:

  • Core team (3-4 engineers): Main cable routes, consumer unit, communal area circuits
  • Room team (2-3 engineers): Individual room circuits, socket installation, room accessories
  • Fire safety specialist (1 engineer): Fire alarm circuit, smoke and heat detectors, emergency lighting, testing and commissioning of fire systems

Pre-Planning Is Critical

The survey for an HMO rewire is more detailed than for a standard house. Our surveyor assesses:

  • Licensing conditions for the specific local authority (Manchester, Salford, Stockport, Tameside, Oldham and Rochdale each have their own HMO licensing conditions)
  • Fire risk assessment requirements
  • Number of lettable rooms and occupancy levels
